They are sold in pairs for both the outside and the interior doors, with spindles and screws included. They are available in both hand and unhandled versions to suit different users.
They are typically used for new builds and can be fitted to replace existing upvc doors. They are usually operated by lifting up the levers to throw out all of the multipoint locks before turning the key to close or unlock. They provide a bit more security than standard lever door handles, as the locking is only done through the inside with the key.
They're not as secure as a cylinder lock but they are a cost-effective way to provide extra security to your home. The only downside is that they do not provide the same level of security as a cylinder lock, and so don't prevent external access to the home when the door is left open.

Lever/Moveable Pad
This is a well-known handle style for front doors. It comes with the advantage of preventing the door from being opened by the outside without keys if the lock isn't deadlocked. This is achieved by a 'pad' shaped external handle that locks in the gap between the handles and lock case to prevent the latch from being pulled back or the door from being opened.
This handle is designed to work with uPVC multipoint locks that use split spindle mechanisms. This kind of operation requires that the lever handle and the external pad handle are both fitted to the same lock case. It is a simple change from the current uPVC handles, but it might also require a change to the lock case or a new set of handle furniture to allow for this added functionality.
